Scottish cyclist David Millar celebrates ahead as he wins the 12th stage of the 99th Tour de France. He was banned from the sport for doping in 2004, but has been competing again since 2006. This spring, the international Court of Arbitration for Sport (CAS) forced British officials to stop excluding former dopers once their suspension had ended. The decision cleared the way for Millar to compete at the London Olympics.
