The European Union has had a tough few years. Finally with the Lisbon Treaty facing just one more hurdle, the 27-member bloc can get on with appointing a new Council president and foreign minister. However, the old horse-trading between nation states is rearing its ugly head as the states decide what candidates are in the running.
