A woman leaves her house in Duisburg, which at 23.5 percent had the third-highest poverty rate of German cities in 2011. That's according to a study by the Institute of Economic and Social Research, part of the Hans Böckler Foundation, which analyzed data from Germany's 15 most-populous cities.
