A woman sits outside a café in Venice's Piazza San Marco. Much of the historic Italian city has been submerged in water as a result of what officials say is a meteorological depression combined with natural tide waters. The city's tide monitoring center reports that the lagoon has risen 131 centimeters (4.3 feet) and flooded 45 percent of the city.
