Clad in a wetsuit, a surfer who goes by the name "Mandog" stands by his board watching the waves on a damaged boardwalk in the Rockaway section of New York City in a snowstorm. The Queens neighbourhood was one of the areas hit especially hard by superstorm Sandy scarcely more than a week ago. Some residents are re-evacuating as a Nor'easter, a type of storm that often brings blizzards, rolls into the area.
